Letter from the Academic Editor: HTML and Upcoming Events

   Let's see...How long has it been since I've written one of these...
Wow!  Not including two messages as the ListServ Master - 13 months!

   Well, we're finally trying an HMTL version of an issue (this one).
It's a similar format to what my predecessor, Keith Pierce was doing
in his last months as Academic Editor.  Please let us know what you
think.

   I'm really excited about the next several issues.  There has been
a great deal of interest about next issue's topic on distance learning
and Internet education - it should be one of our best topics yet.
The December "Top Ten" issue and its follow up will be among our most
ambitious projects to date - while being a lot of fun, as well!

Call for Participation

The October 1999 Issue of FASE will be feature articles on "Distance
Learning and Internet Education."  Many working  software engineers
find it impossible or very inconvenient to travel to traditional
campuses to take courses in software engineering.   For many years
microwave and satellite video delivery have provided an important
option to these place-bound students.   More recently, the Internet
has opened up new opportunities for distance learning including the
ability for the student to choose both the time and place where they
will participate in course work.    The October 1999 issue of FASE
will feature a set of articles on this subject.   Joe Kasser, A
Rajagopal, Bruce Schafer, and Ahmed Seffah will serve as co-editors

The guest editors have offered themselves as co-editors of the
November issue on the topic of the relationship of between software
engineering and other disciplines.  This is of course an important
issue for the Guide to the SWEBOK project and one on which they have
worked on in the past and on which the 10 "knowledge area specialists"
of the SWEBOK project (see FASE, March 1999) are currently pursuing.

Guest Panelists: TOP SECRET

Every other magazine is doing it - why not FASE?  To celebrate the
end of both the century and the millennium, the December 1999 issue
will have a panel of top people in the software engineering
education, training, and professional (SEET&P) issue communities who
would name the top ten events of the century in the area of SEET&P.

January 2000 Topic: Coping with the Faculty Shortage

As work of the IEEE-CS/ACM Software Engineering Coordinating
Committee (SWECC) and its related groups progress, attention is
increasingly shifting to implementation.  A major roadblock to the
implementation of software engineering degree programs is the lack
of qualified full-time faculty.  This issue will focus on the problem,
and suggest solutions.

Licensing Update

   The August/September 1999 issue of "Engineering Times" reports (on
page 1) that the Board of Directors for the National Society of
Professional Engineers (NPSE), has authorized $20,000 from the NSPE
Legal Fund "to support a suit by the Delaware Association of
Professional Engineers against software companies that certify their
technicians as 'engineers'."  Later in the same article (now on page
12): "Delaware offered NSPE a relatively attractive forum to pursue
this move", citing the support of the state's solicitor general for
the case, the state's strong engineering act, and Delaware-specific
surveys that indicate that the public feels that the use of the
engineer title by software technicians has misled them.

   In that same issue, an editorial entitled "Protecting the Engineer
Title" (page 3) reports: "...in Illinois, a court has ruled that
Novell's use of the title "Certified Netware Engineer" does not
violate the state engineer title act as it is currently worded..."

practice of recovering information from existing software and systems.

This is the world's leading conference on reverse engineering,

countries are on this year's agenda.  As a working conference,
WCRE has generated more international joint projects and
cooperative industry/academic/research work than any other
software engineering meeting of its kind.

WCRE explores innovative methods of extracting the many kinds of

documents, and systems artifacts, and examines innovative ways of
using this information to aid in reengineering, program understanding,

Software Engineering, Assistant Professors and Instructor Positions

Monmouth University announces openings for three positions in the
Department of Software and Electrical Engineering. Two of the
positions are software engineering tenure track appointments with
faculty rank of assistant professor. A non-tenure track instructor's
position in software engineering is also available in the same time
frame for one year with the potential for an additional two years.
All three positions begin with the fall 2000 semester. The successful
candidates will be responsible for continuing development and delivery
of a strong MSSE program that has been in place for over 10 years and
an innovative BSSE program that will start in the fall of 2000. These
programs provide valuable industrial and federal government contacts
which faculty members can leverage for research or consulting work.

Candidates for the tenure-track positions must have a Ph. D. in a
technical discipline, including computer science, the physical
sciences, applied mathematics, computer engineering or another
engineering discipline, with significant education, research or
experience in software engineering. Candidates must be capable of
teaching and conducting research in the areas of requirements
engineering, software design methodologies, software quality
assurance, verification and validation, project and process
management, estimation techniques, software reliability, empirical
software engineering or software metrics for either general-purpose
information systems or real-time and embedded systems. All
candidates must have a strong commitment to teaching excellence at
the graduate and undergraduate levels, dedication to continued
professional development and a broad interest in software
engineering and/or computer engineering with an emphasis on
software. An undergraduate degree in engineering, a professional
engineering license or industrial experience in any of the areas
outlined above will be considered an advantage.

Candidates for the instructor's position must have at least a
master's degree in Software Engineering or another relevant
technical field.  An intention of working towards a Ph. D. in
Computer Science, Computer Engineering or Information Technology
within the next few years would be an added consideration. In
addition to software engineering courses, the person occupying this
position will also teach information technology courses to
undergraduate students.

The Department of Software and Electrical Engineering, in the
School of Science, Technology and Engineering, offers Masters'
degrees in Software Engineering and Electrical Engineering. It
also offers a minor in Information Technology for undergraduates
in which all department faculty participate. An ABET accreditable
undergraduate degree in Software Engineering will be offered in the
fall of 2000.

Southeast Missouri State University

The Department of Computer Science invites applications for a tenure
track position at the rank of Assistant Professor starting August 1,
2000.  The department offers a B.S. in Computer Science and a B.S. in
Applied Computer Science with options in Information Systems and
Computer Technology.  Enrollments have grown explosively, and there
are well over 200 majors in the degree options.  The department is
working toward CSAB accreditation.  Salary will be commensurate with
qualifications.  Postdoctoral experience is a plus.  A Ph.D. in
Computer Science is required by the starting date of the appointment.
Candidates must show that they may work legally in the United States.
There is no preference for the area of specialization in Computer
Science, but the successful candidate must be able to teach the
core subjects in the Computer Science curriculum.  Excellent
communication skills required.   The establishment of a research
program appropriate to a comprehensive university is expected.

Southeast Missouri State University is a regional comprehensive
university located in Cape Girardeau, Missouri.  The university
has approximately 8,000 students and serves a region that extends
from St. Louis to the Arkansas border and west to the foothills of
the Ozarks.  Cape Girardeau is the major commercial and services
center between St. Louis and Memphis.  The area has a warm climate,

The Forum for Advancing Software engineering Education (FASE) is
published on the 15th of each month by the FASE editorial board.

Send newsletter articles to one of the editors, preferably by
category: Articles pertinent to corporate and government training to
Kathy Beckman <kbeckman1@erols.com>; Academic education, and all
other categories to Don Bagert <bagert@ttu.edu>.  If the article for
a FASE topic where there is a guest editor, the submission should
instead be to that person.  Items must be submitted by the 8th of the
month in order to be considered for inclusion in that month's issue.
Also, please see the submission guidelines immediately below.

FASE submission format guidelines:  All submissions must be in ASCII
format, and contain no more than 70 characters per line (71 including
the new line character).  This 70-character/line format must be
viewable in a text editor such as Microsoft Notepad WITHOUT using a
"word wrap" facility.  All characters (outside of the newline) should
in the ASCII code range from 32 to 126 (i.e. "printable" in DOS text
mode).
